According to a new UNODC report released on July 21, fragmented local syndicates have merged to form a single, technology-driven transnational criminal economy that now outpaces law enforcement and threatens stability far beyond the region.

The report explains that criminals are combining different illicit activities into one shared financial and operational infrastructure. What were once separate specialities are now integrated into a single, service-based network that operates like a corporate franchise with dedicated departments for money laundering, trafficking, smuggling, and data harvesting.

The same applies to illegal online gambling and betting. Global turnover hits between $340 billion and $1.7 trillion annually, with much of this being funnelled through Southeast Asian infrastructure.

The report's message to regional governments is to update legal frameworks, ensure consistency across borders, and build criminal justice systems that are fit for purpose in the face of this new norm of sophisticated, borderless crime.
